Each game sets its own minimum: Pragmatic Play’s Sugar Rush pays “clusters of 5-15+ matching symbols”, and Nolimit City’s Golden Shower needs “six or more identical symbols” connected “horizontally or vertically”. Paylines, clusters and pays anywhere
Three systems decide what counts as a win in most modern slots. They are easy to confuse, because cluster and pays-anywhere games both use large grids and both often drop new symbols in after a win.

Pragmatic Play’s Gates of Olympus page says its symbols “pay anywhere on the screen” and asks for “8-30 matching symbols anywhere”. That is not cluster pays. Our database lists 67 slots as pays anywhere or scatter pays; only 2 of them also count as cluster pays.

A lower minimum does not mean a better game. The studio designs the paytable around its minimum, and the overall return is fixed by the RTP either way.
Cluster pays and RTP
RTP is the share of all stakes a slot is designed to return over a very large number of spins. The studio fixes it in the game’s maths, across the base game and every feature. Cluster pays decides which symbol patterns are wins, not how much the game returns overall.
The spread in our data makes the point. The 106 cluster pays slots have a median top RTP of 96.38%; all slots in our database have a median of 96.37%. Individual cluster games range from 94.08% to 98.00%, and the studio matters far more than the mechanic:

Thunderkick’s cluster games are a clear case: Shark Park is listed at 94.14% on Thunderkick’s page, while BGaming’s Frenzy Clusters is listed at 97.11%. Both pay for clusters of four or five symbols. Hacksaw Gaming’s Blocks lists six versions, from 98% down to 88%, and the casino chooses which one to run; see RTP versions explained. Six of our cluster pays slots list more than one version.
Volatility and hit frequency
Cluster games usually come with cascades: 66 of our 106 also remove the winning symbols and drop new ones into the gaps, so one paid spin can produce a chain of clusters. Many add multipliers that build up during that chain. In Sugar Rush, a winning symbol marks its spot and later wins on the same spot add a multiplier that doubles up to 128x. In Golden Shower, each vacated position gets a 2x multiplier that can double up to 999x.
Those features push most of the return into rare, long chains, which is why cluster games tend to be volatile. Of the 38 cluster pays slots with a studio volatility label, 22 are very high, 14 high and 2 medium. Nolimit City describes Golden Shower as concentrating “its payload into major feature bursts rather than frequent minor wins”. Its published hit frequency is 21.13%, a little below the 23.77% median for Nolimit City slots in our hit frequency guide. Only five cluster pays slots publish a hit frequency, too few for a general conclusion.

A slot counts as cluster pays when its studio game page, as recorded in our database, names cluster pays (including Big Time Gaming’s Megaclusters) as the way wins are formed. We left out games that only mention clusters in passing and pays-anywhere games described with the word “cluster”. “Top RTP” is the highest version the studio lists; volatility and maximum win are the studio’s own labels and figures. Database-wide counts cover all 1,207 slots we track; the slot table lists only those with a page here.
